Are there rules against extending capacity by installing this?

That depends on what entity is making the rules. Regulations vary from state to state and even by city in our area. That said, generally, we've not seen cities or campgrounds that allow street legal carts making rules against rear seats so long as their seat belt regulations and other requirements are followed.
