I agree with everything you said...to me the motor sounds fresh & tired at the same time - it turns over like the timing is right but dragging a cylinder at the same time...the chatter l heard didn't sound like a collapsed lifter but a 'reconditioned' lifter gone bad or cam lobe gone 'flat' or both...l Like The Car & l feel a price adjustment could be negotiated 🤔

If it’s a restoration project, why does the motor running matter? The motor is going to be pulled out anyway and rebuilt if the buyer even keeps it. The biggest thing to me would be having a good solid body and floorpans. The rest is just mechanical and will be rebuilt or replaced anyway.
Sounds like a exhaust gasket leak and the spark plugs are needed to be replaced and check the points or does it have hei ignition check to see if you are getting any spark through to the spark plugs and fresh gas then after all that should fire right up and go

I think it was an exhaust leak
what would car sell for as is, a client would be interested. Engine would be overhauled anyways if car is this rare and special.

I’m 59 been a master mechanic and a mechanic all my life, it’s an exhaust leak, has nothing to do with the cam. I would bet it’s nothing more then exhaust buy it if your getting a good deal. If your other guy doesn’t want it I will call you and talk about it
