In game, stormvermin are laughed at even by infantry a tier lower, and skavenslaves are mostly just filler until you can make your army as close to a a spec ops team as possible, not even bothering to bring melee because with a few plague priests you can just summon a front line that will last long enough for your army of ratling guns or jezzails to shred literally anything, with maybe a bit of artillery thrown in for good measure. Or look at the greenskins. In lore, goblins are more or less just filler to serve as a buffer for the more powerful and robust orcs, while in game, goblins are EXTREMELY efficient at doing the work of skavenslaves better than skavenslaves do. And of course, if you're playing Grom, the goblin army is essentially as powerful as an orc army, but with 30% of the upkeep. Meanwhile, Black Orcs are a massive gold investment that yields an incredibly slow and impractical melee unit with no shield whose melee prowess is mostly meaningless because they'll be whittled down before they get to engage in combat, rendering them possibly the third worst unit on the greenskin roster, next to big'uns and giants.
