Its highly unlikely that they were starving that Husky. Dont get me wrong, there's definitely trash pet stores. It looked completely healthy though. Its much more likely that it just eats like that cause its a puppy and doesn't know any better or it was starved by its previous owner before getting to the shelter/pet store.
