YFI, this banner mika is gain for rate up. So high probability u can get more 3* character if compare with another banner or limited banner.

On the JP server it hasn't returned yet, and certainly if it does it won't be in a normal banner, you'll only be able to pick up these banners every 6 months with a 6% drop like S.Hoshino and Wakamo, maybe in the second half of July if it's really every 6 months these banners, if not only in january
