They don’t need a reason but failing to leave is only civil trespass. If they want to enforce 3.12 of the byelaws then the person needs to have caused a disturbance.
@ Well… I dunno, trespass on railway property isn’t a “civil” offence, it’s a crime. I’m not familiar with the legislation and bylaws regarding airports and specifically Heathrow, but I wouldn’t be surprised.
Even if it’s ‘civil’, the airport police may have the required authority to remove trespassers just like they do on police property.

The Heathrow airport byelaws also make it a criminal offence to fail to leave when asked, but the person needs to have caused a disturbance. In most other places, the landowner or their representative can ask anyone to leave, they don’t need a reason, however, refusing to leave would be a civil matter, not criminal, but of course reasonable force could be used to remove a trespasser.

Those cops were clearly very intellectually short and struggling no matter how much they were helped. They looked completely out of their depth on a very basic level and admitted they didn't understand multiple laws. This will be on their criminal records now, they were clearly very embarrassed by how dumb they looked.
