I've heard that Collection Lotso doesn't say any evil things because he is not supposed to be Lotso from the Movie,he's supposed to be Lotso like if you were Daisy,Andy,Emily or Bonnie how you would have gotten them in the store.

They also did that so people wouldn't find out that Lotso was the bad guy before the movie was released.

There was a similar Lotso made in 2010 for Toy Story 3 in a gift pack with and older Toy Story 3 2010 Disney Store Woody with 12 phrases.The only difference is that Lotso's mouth was closed,still same phrases though.
