Massive respect for Mr Prakash Singh,former DGP. Probably the best discussion I have seen on RSTV. I feel IPS is the most challenging of the all government services, unfortunately it has been relegated as 2nd or 3rd choice among many aspirants.(even 4th choice for some after IRS). Current UPSC pattern produces very knowledgeable officers but I feel IPS is one service which needs something extra(eg:fearless attitude) which are naturally inculcated in a person and can't be taught to an individual at the academy. IPS is a service which effects every citizen's day to day life and has a very wide scope (wider than we think, eg: RAW, IB, BSF, ITBP heads are IPS) thus we should have a different mechanism to recruit the most fit ones for it.(and marks should not be the only criteria). Mr Prakash Singh was AIR 1 in IPS exam of 1959.(that time IPS exam was conducted separately), he resigned from IPS in 1995 and since than working relentlessly to bring down political intervention in Policing.(read about: Prakash Singh vs Union of India case of 2006). We need more passionate officers like him.
Look, IPS should never compared with others. Courage, competence, intelligence, academic feats, physical fitness, mental fortitude, passion, persistence, code of honour, dignity, dedication, criminal intelligence and so on are imperative features of a Police officers. So any one can choose to fight for other cadres, some should choose to join IPS. It stands apart.
It is quite difficult to run 21century administration by 19th century structure. At one hand we are train Afghan police and at other hand we are using such a old structure.. Mr. Prakash singh rightly said "we need people's police, not Ruler's police".

THE SCHEME: Union Cabinet approves 25000 Crore outlay for an Umbrella Scheme for Modernization of Police forces "MPF" (Funding 80:20 Centre: State). Money to be spent over 3 years starting FY17. Under the scheme Special provisions have been made for:- Internal Security, law and Order, Women Security, Availability of Modern weapons, logistics, support, hiring of helicopters, updation of wireless and communication setup, National Satellite network, CCTNS Project and e-Prison ( Record of inmates, e-Courts, Telr medicines, etc.). The outlay shall be distributed as: 40% allocated for NE, J & K, and LWE affected states; 12% to tackle underdevelopment issues in LWE affected states u/Scheme for Special Central Assistance (SCA); Rs. 100 Cr earmarked for police infrastructure upgradation, training institutes, investigation facilities etc. in NE. Objective: to aid states to upgrade Police Infrastructure, Forensic Science Labs, Institutions and equips available with them to plug the gaps in Criminal Justice system. Police Stations to be integrated to create a National Data base of Crime and Criminals records and linking it with other pillars of Criminal Justice System like prison, forensic labs and prosecution offices. The scheme also provides for setting up of State of Art Forensic Science Lab in Amravati; Upgradation of Sardar Patel Global Centre for Security, Counter-Terrorism and Anti-Insurgency(SCTAI), Jaipur and Gujrat Forensic Science University, Gandhinagar. Why? a. Reluctance and incapacity of states to carry out reform on their own. b. Recent incidents of failures: Dera Case aftermath 2017 Aug-Sept.; Cauvery Water Issue 2015; Kambala and Jallikattu issues- 2016-17; Jnu 2016 and BHU 2017 etc. Police Reform: A Wish List. 1. Allow free movement of Security troops across states for tracking the criminals while the case is registered at the police station of the area of commission. (Synchronization) 2. Give rolling-funds and freedom to SPs and DMs of LWE areas to spend the money on development and Police upgradation in these lagging areas. This can address the Security and development concerns. 3. Reforms in Judicial System for early resolution of pending cases. 4. Improve conditions of Prisons and inmates. 5. Money, gadgets and infrastructure would enhance the capability of Police Forces and give them better standing against the Maoists, extremists, terrorists and other Law and order challenges; but what must also be ensured is behavioural changes and sensitization of police forces. This requires institutional reforms and structural changes as laid down in SCs order/ guidelines on Police reforms in 2006. Training is another area that needs to be focussed. 6. Manpower available (20-22% Shortage of State forces, Central Forces dealing with these issues are 7% short). Shortage implies more burden, lesser breaks and falling operational efficiency. Police population ration in India is among the worst. 7. Present Infrastructure: Poor mobility, Inferior weaponry and ammunition, lesser safety gadgets. 8. States capacity to absorb and utilize the funds sanctioned. 9. Political will for reforms and shedding of reluctance to change. 10. Independence of Police forces from Politics. 11. Best Practices- Community Policing; Futuristic view- Cyber Security, etc. 12. Legislative: Enforcement and Consolidation, removal of redundant provisions. 13. As we have done so many things while formulation part in many policy aspects and same is true for Police . We need to implement all those recommendations immediately if we are willing to tackle with particularly the internal security,law and order maintenance the government has to bring multidimensional reform varying from institutional,financial,human resources etc.As all the panelists have already mentioned the same.And why every time the apex court has to came into picture or popularly called as Judicial Activism and inspite of that those instructions cum recommendations are not implemented on ground level.And one more thing if our armed forces are going for combined excercise with other foreign nation like Yudhha Abhyas etc. will it be feasible on ground that our police might indulge in such excercises with foreign police forces in order to bring some radical changes in police...

hello and welcome to Raja Sabha television you're watching the big picture with me Frank Ferrara in a major boost for police reforms the Union Cabinet on Wednesday approved a 25,000 crore rupees outlay for upgrading the internal security apparatus in states according to Union home minister Rajnath Singh the Cabinet Committee on security chaired by Prime Minister Narendra Modi approved an umbrella scheme on modernization of police forces with the money to be spent in three years from 2017 18 of a total outlay of 25,000 and 6000 rupees the centre will provide 18,000 636 crore rupees around 80 percent while the state's share will be 6424 crore rupees on this edition of the big picture we will analyse what needs to be done to reform the police force joining me on the program today are Valmiki Prasad Singh former Union Home Secretary and former governor as well prakash singh former DG of the BSF and DGP of yupi and assam chuck shiroi head of outreach PRS legislative research and such the Prakash legal editor of The Tribune thank you to all my guests for joining me on this edition of the big picture mr. Baum accusing I'd like to begin with you what do you think of the cabinet's decision to you no sanction would approve 25,000 crore rupees towards police reforms I am quite happy with this decision but I have three comments to make first there you focus on three major challenges facing internal security in this allocation of 25,000 crores first is as you as you all know terrorism in Jammu and Kashmir and the second is insurgency in the Northwest and the third is the next light - what they have rightly called left-wing extremism and they have identified 35 distance now on this they are spending then thousand little over 10,000 girls and I'm also happy that they have taken into consideration hiring of helicopters upgradation of police wireless a national satellite network a crime and criminal tracking network and systems project it's a trial section my coming in this case is that if we have the necessary political and administrative will it is possible to get rid of the next light or left with minute minutes shortly because one is the joint operations that is if you are you know what indistinct you cross over to another district there is no problem today but when you cross over than the boundaries of the state there is a problem sure and the next light snow that what we should do is it is the same paramilitary forces from the other side also operating to control this should be allowed to everywhere but if there is a case the case should be registered in the police station belonging to the state where it had occurred fighting or something so free movement should be allowed as what you see is over the net muscle quadrant basic requirement is nothing that a synchronization also would you say yes yes that's one of the name for that second which is very important and that is and I had tried that at the Union Home Secretary I had tried in some districts of Bihar in dark enough you know the young district my states and the young superintendents of please they should be given the freedom to operate the police stations and spend money for example in the criminal justice system in these areas in these 35 districts is very poor right so you have to give them the freedom to expend then you have to give the freedom I had said that at any given point of time for development there should be 25 crores and for police operations there should be 15 currents and the speeds can decide that and the moment that money is spent or reduced by the five crows the government gives another five crores at any point of time the Superintendent of Police has 15 crores and they liam's have got deputy commissioner so this is necessary to accelerate the pace of both security operations and development operations sure my turn which is very important and that is not mentioned here that the judicial system the cases are pending in courts regions are in very very bad shape so you have to improve the police stations you have to improve the jails and you have to ensure that the judicial system is effective in delivering justice so these are related issue there is something missing maybe that I don't have the full report you may not have no sure sure fair enough you know let me bring in mr. Prakash Singh into the picture now into the debate you know mr. Prakash Singh it's it's very clear that there is a desperate need for modernization as far as the police force is concerned so do you would you say that the cabinet's decision has come at the right time well I am very happy with the Cabinet decision and it's a positive move and a forward move the background of this needs to be understood and brought to light you see in 2015 in Government of India delinked eight centrally sponsored schemes you see they said at that time the 14 by that time the 14 frames Commission report had come and the finance Commission had increased the share of states to from 32% to 42% so central government said that now that the state share has been gone up from 32 to 42 we can afford to pass on the burden of some of the schemes to these states and they'd what they call D linked certain schemes which are being financed by the center and he said they said that these schemes should henceforth be taken care of by the states and one of them was modernization of police forces so 2015 they took this decision and the last about more than two years this has been going on but the practical experience at the ground level has been that I mean it was expected that the states were with the enhanced reallocation of her revenues to them they would invest in police they would spend more on they would spend on modernization of police but you know the state leadership in most of the states being what it is they are they were just not convinced about the need for any kind of investment in the police and so modernization programs in at the state level where we're in the reverse gear you can say they were not getting and several state directors general complaint that at this rate with the modernization grants drying up their campaign against terror against Naxals against northeast insurgents that ruse that was bound to get a setback so this view was conveyed by the state governments also to the Home Ministry and Home Ministry ultimately realized that the modernization grants must come from the center because the states even if they have the money they will not allocate that for modernization of police through so I mean having realized this the government of India have revived the scheme for modernization of grants by the Home Ministry which was earlier involved and which had been discontinued in between and these 25,000 curves have been would be available for the next three financial years from 2017 18 18 19 and 19 20 now the scheme is as I said positive it's a good development I'm happy about it but what I would like to emphasize is that you see money alone cannot bring about improvements in the police you can give them better gadget or a better equipment better transport but I Communications more forensic laboratories these would definitely help this would definitely help and these would enhance the capabilities of the police to deal with the kind of internal security challenges they are faced with it would enhance the capability of is away the mice with up in the Northeast insurgents with away with the Kashmiri separatist and generally in responding to law and order challenges whether second Elrod or any other situation it would enhance their capability so but what we need today is not only allocation of money but certain institutional reforms certain structural changes which we are prescribed by the Supreme Court come on the roadmap was laid down by the Supreme Court in 2006 about a State Security Commission about police establishment board about compliance Authority about security of tenure for officers about separation of investigation from Laura so those institutional changes have to take place and unfortunately the kind of emphasis with those institutional changes should have been getting they are not getting even now okay so I mean I'm happy about whatever has happened I'm happy that modernization grounds will be relieved by at the center but what we desperately need is I mean the structure certain structural changes in the primeira now if you're saying they'll bring about the kind of transformation we are looking forward to I don't know if you're saying that a lot more needs to be done just pumping in money to reform the police force Chuck shiroi I'd like to bring you into the picture now PRS you know has done an elaborate study on police reforms you know paper was published I think in June of this year if I'm not mistaken what were the findings of your research flack I think you know I'd like to start by saying that both Warneke cigar and you know Prakash tea have laid down the foundation for the debate that we are having I'm just gonna break down as true there you know where I would like to focus on the points on I would like to I like to talk about the factors to what is the manpower situation in our police forces that's one the second is the infrastructure and the third is what is the capacity of state governments to absorb the kind of modernization funds which the center might release there are a number of opportunities across all these three points you know when it comes to manpower when we when we were looking at the numbers the numbers gonna tell us that at the state government level there's almost a shortage of about you know approximately twenty one twenty two percent of personnel the sanctioned strength of personnel versus the number of person available is short by twenty two percent for the central forces you know which deal with some of this internal security issues that shortage is about seven percent so that picture with me Frank Ferrara in a major
boost for police reforms the Union
Cabinet on Wednesday approved a 25,000
crore rupees outlay for upgrading the
internal security apparatus in states
according to Union home minister Rajnath
Singh the Cabinet Committee on security
chaired by Prime Minister Narendra Modi
approved an umbrella scheme on
modernization of police forces with the
money to be spent in three years from
2017 18 of a total outlay of 25,000 and
6000 rupees the centre will provide
18,000 636 crore rupees around 80
percent while the state's share will be
6424 crore rupees on this edition of the
big picture we will analyse what needs
to be done to reform the police force

picture mr. Baum accusing I'd like to
begin with you what do you think of the
cabinet's decision to you no sanction

towards police reforms I am quite happy
with this decision but I have three

internal security in this allocation of
25,000 crores

left-wing extremism and they have

desperate need for modernization as far
as the police force is concerned so do
you would you say that the cabinet's
decision has come at the right time well
I am very happy with the Cabinet
decision and it's a positive move and a
forward move the background of this
needs to be understood and brought to
light you see in 2015 in Government of
India
delinked eight centrally sponsored
schemes
you see they said at that time the 14 by
that time the 14 frames Commission
report had come and the finance
Commission had increased the share
of states to from 32% to 42% so central
government said that now that the state
share has been gone up from 32 to 42 we
can afford to pass on the burden of some
of the schemes to these states and
they'd what they call D linked certain
schemes which are being financed by the
center and he said they said that these
schemes should henceforth be taken care
of by the states and one of them was
modernization of police forces so 2015
they took this decision and the last
about more than two years this has been
going on but the practical experience at
the ground level has been that I mean it
was expected that the states were with
the enhanced reallocation of her
revenues to them they would invest in
police they would spend more on they
would spend on modernization of police
but you know the state leadership in
most of the states being what it is they
are they were just not convinced about
the need for any kind of investment in
the police and so modernization programs
in at the state level where we're in the
reverse gear you can say they were not
getting and several state directors
general complaint that at this rate with
the modernization grants drying up their
campaign against terror against Naxals
against northeast insurgents that ruse
that was bound to get a setback so this
view was conveyed by the state
governments also to the Home Ministry
and Home Ministry ultimately realized
that the modernization grants must come
from the center because the states even
if they have the money they will not
allocate that for modernization of
police through so I mean having realized
this the government of India have
revived the scheme for modernization of
grants by the Home Ministry which was
earlier involved and which had been
discontinued in between and these 25,000
curves have been would be available for
the next three financial years from 2017
18 18 19 and 19 20 now the scheme is as
I said positive it's a good development
I'm happy about it but what I would like
to emphasize is that you see money alone
cannot bring about improvements in the
police you can
give them better gadget or a better
equipment better transport but I

would enhance the capabilities of the
police to deal with the kind of internal
security challenges they are faced with
it would enhance the capability of is

what we need today is not only
allocation of money but certain
institutional reforms certain structural
changes which we are prescribed by the
Supreme Court

Supreme Court in 2006 about a State
Security Commission about police
establishment board about compliance
Authority about security of tenure for
officers about separation of
investigation from Laura
so those institutional changes have to
take place and unfortunately the kind of
emphasis with those institutional
changes should have been getting they
are not getting even now okay so I mean
I'm happy about whatever has happened
I'm happy that modernization grounds
will be relieved by at the center but
what we desperately need is I mean the
structure certain structural changes in
the primeira now if you're saying
they'll bring about the kind of
transformation we are looking forward to
I don't know if you're saying that a lot
more needs to be done just pumping in
money to reform the police force Chuck
shiroi I'd like to bring you into the
picture now PRS you know has done an
elaborate study on police reforms you
know paper was published I think in June
of this year if I'm not mistaken what
were the findings of your research flack
I think you know I'd like to start by
saying that both Warneke cigar and you
know Prakash tea have laid down the
foundation for the debate that we are
having I'm just gonna break down as true
there you know where I would like to
focus on the points on I would like to I
like to talk about the factors to what
is the manpower situation in our police
forces that's one the second is the
infrastructure and the third is what is
the capacity of state governments to
absorb the kind of modernization funds
which the center might release there are
a number of opportunities across all
these
three points you know when it comes to
manpower when we when we were looking at
the numbers the numbers gonna tell us
that at the state government level
there's almost a shortage of about you
know approximately twenty one twenty two
percent of personnel the sanctioned
strength of personnel versus the number
of person available is short by twenty
two percent for the central forces you
know which deal with some of this
internal security issues that shortage
is about seven percent so that is a huge
impact not only on policing also an
internal security and also the mo
