Very good idea. I'd propose adding an auto-height-adjustment feature to keep the turbine blades always at the optimal height relative to the sea surface by making the poles adjustable with telescoping parts where the upper part is buoyant.

At half scale it should power something that actually uses some power. I can power LEDs with something the size of a kids pinwheel. Additionally most wave motion isn't horizontal, (the wave propagates horizontally, but the water itself moves up and down.)
