@UserBooy rating doesnt always have to do with strength, its based off how notorious they are, kinda like a bounty. For example, Jason was an S+ ghoul and Kaneki was just a C rated Ghoul who was barely known by the CCG, but later on defeats him, not because of rating, because of power
