If you had a TV shop and you wanted to display the quality of the picture to customers then you might put on something like this as it shows a variety of shows. Question is, did they have a VCR that would auto-rewind every two and a half minutes? I suppose that if it was an hour long, the rewinding period would be too long, and the tape would take longer to make.
Doing it is easy enough, just tape short bit of something then tape another short bit of something straight after. As to why, it's most likely been done for fun.

I dont believe this, im sorry. Videos tended to fuzz a little bit betwen takes, too many straight cuts here for my liking. and if you'd recorded on a tape this much it would be fuzzy as anything by now!

This is what I found on a tape. It's fuzzy as anything at the start, and the OSDs from the digitiser device are also significant.
