mrizos in sc2 no. But in sc1 yes. The coding and game engine is so outdated that clicking a lot to command units actually help them take more efficient actions. For example if you click a mineral once wth an scv compared to clicking it a million times. The way the ai works clicking a million times is faster. Unit hit boxes are really stupid in sc. There's a lot of stupid nuances to the game
a lot of ppl say its to warm up your hands early game, but IMO high APM doesn't mean your a good player. Ive seen 250 APM artosis get squished by a 90 APM protoss.

You don't need to win the game so hard , do some fire reconnaissance earlier would be better to stress your opponent , and more information of your opponent

what's the point of the spazmatic clicking in the early game during SCV creation? Artificially jacking up your APM?
Get a tempo going early on
Increase your speed and helps you pay closer attention to little things.
