Steinstucken was a piece of land that officially belonged to West Berlin it did not have a land connection with West Berlin. There were more West Berlin exclaves in East Germany, but Steinstucken was the only piece of land that had inhabitants. SO at first you had to travel through part of East Berlin to get to Steinstucken. This was a hassle and so at some point, through a swap of land, the East Berlin government allowed a small corridor of land connecting Steinstucken with West Berlin. The wall was thus constructed on both sides of this small road, which is what you can clearly see in the video.
