Maybe they're a really good player and paced perfectly but definitely had no right to win that game with those placements. Road Builder to wheat port definitely helped a lot. Black and Red both should have won way earlier
your setup is pretty good, with good chances of getting 3:1 ports looking at your wood-brick ratio (9-4), the brick port isn't doing much for you (except for doubling the 10 ore), you should just race to the 8 ore and the 3:1 port. you massively overproduce wood, so you need all the brick you can get, not porting it away.. (in this game your wood production was limited by the rolls, but you can't expect that) I think you rely too much on "popping" in the last phase of the game.. you can simply expand with a quick settle, and then just city to win. remember that a Dev is essentially half a city
