The reason you can't apologize and compliment the woman's breasts at the same time is because it becomes one of those apologies that tries to shift the blame. Most egregiously, in this case, it shifts the blame to the person to whom you're apologizing. Like, "I'm sorry, but if they weren't so great/beautiful/large/whatever, I wouldn't have been staring at them!" That's kinda how it comes off and it makes it insincere.

Some girls may like it, others might get ultra offended, others still won't care either way. The best advice is to not generalize who you are dating and actually get to know them. Giving general advice on how to react when a girl you're dating notices and comments you looking at her breasts is a silly thing to do. People aren't clones of one another. Some girls may like it, others might get ultra offended, others still won't care either way. The best advice is to not generalize who you are dating and actually get to know them. If you don't know them yet, be yourself. If they are so put off by your honesty that they lose interest in you from it, then they aren't worth pursuing a relationship with in all likelihood.
