You need to use CRU or custom resolution utility to add the resolutions to the settings/graphics command centre to make it stretched, in display scaling for laptops, make sure it is set to stretched so it fully stretches the screen, try 1600x1080 and 1440x1080

You can get that resolution only when you have a FHD monitor. Even if you found a way to change your resolution to 1920x1080, you'll still see your display's max resolution which I suspect is 1366x768p.
You cannot make a display higher resolution, only lower. If that is all your laptop display can show than there is no way to make it a higher resolution unless you connect to a display that actually is a higher resolution.

I've never heard of this issue try re installing igcc or updating windows this may fix your issues. Definitely worth a try!

Set your desktop res to the stretched res and set fill to full screen.
