When he speaks, it's one actor. For some of the crowd walk & talk scenes, sometimes he's there, and sometimes a much younger extra with spray painted gray hair has subbed in! There's at least one other featured extra who gets subbed for in the reshoots. Great movie!

When you mentioned that there was another movie released around the same time with a very similar story line, I figured that you were talking about Overnight Delivery. I remember seeing that on one of the movie channels years ago on TV. I vaguely remember it being good, but aside from the idea of the guy trying to stop the delivery guy and the delivery guy being determined to a comedic degree to deliver the package, I don't remember much more about it.

There were some scenes filmed at the Georgia Tech campus as well (I was a student at the time). Specifically where Tom Green is leading the tour group past a fountain and when Anthony Rapp is telling the class that the exam will cover _ALL_ in-class lectures.

I remember seeing the movie, and tried to not think about American Pie that came out one year earlier.
I must quote Burt Gummer from Tremors 2 who says:
"I feel I was denied, critical, need to know, information".
Those words came to me after seeing the movie.
Frank Ward is most famous for his casting in the Tremors movies by the way.
I still find it great to watch, even though it has some crazy stuff in it.
It gives me some Ferris Buellers Day Off vibes, but I haven't watched Animal House, so I will have to see that for more comparison.
    Great review by the way.
