In Japan there is no graffiti, atleast not that I have ever seen and not even on freight trains either. It´s a western mentality problem that should be dealt with.
Graffiti looks good and bad depending on who writes it and how, such as along train tracks all those grey depressing walls I see why people want to do it it is art and it will never be stopped if you respect it it looks good

Think of it as a competition, every writer tries to paint as many spots as they can. The ppl that cares abought graff and oder writers will start to recognize ur name. So its bacically a competition who gets the most fame but no one knows who u are
I think the graffiti can would be legal when you make it only on dilapidated buildings (ruin), were any normal human don't see this drawing. Graffiti guys will have space were they can make his sketches and normal buildings would be free from the graffiti.
