Caveat emptor. This is not a matter for the government. Buyers have to take responsibility for their purchasing decisions. I'd imagine that there were block suppliers who went to the effort and expense of ensuring that their blocks didn't contain this material. It looks to me like the buyers at the time must have gone for the cheaper option and are now suffering the consequences, while many of the more careful block producers probably went bankrupt!
Whoever approved the materials that have failed in the structures should be held to account in a court of law. Why don't those affected form a group and take legal action together. What a disgrace to see buildings that would not even pass in a third world country. Shocking.

So they are forced to live with the danger of their house collapsing on top of them every day and night. WHO takes responsibility, if something like that really happens???

All building materials especially blocks are tested and recorded. Whomever made the blocks or was responsible for the testing is liable. They will have insurance. Claim off their insurance

What is causing the cracks in the walls???...Donegal isnt known for its earth tremors???...the render used mustn't be of a great mix???..putting in the fact they are hit with sever winter storms and cold weather they need to mix waterproof bonding materials in with the sand and cement???..LOVE THE DONEGAL FOLK SALT OF THE EARTH!!!!...that's substandard building code!!!!..absolute disgrace
The problem arose when the manufacturer's reduce the cement content to the minimum to hold the mix together to get it off the lorries. All of the mica content or whatever stuff can be named, is a red herring. Put enough cement in a mix and problem gone
