Unlikely. Its just part of the war on drugs. The cartels know they're going to lose some loads and they want to lose some as it keeps the law enforcement side of the equation employed. Without the law enforcement side doing their thing there would be no war on drugs and the cartels wouldn't have a monopoly over the supply and top tiers of distribution. That is why it is so hard to wind down the war on drugs. Both sides are so dependent on it's continuation. The cartels are richer than many governments and on the other side almost their entire existence depends on funding to continue this futile war that has cost trillions of dollars and probably over a million lives since it started.
