They dubbed him the Grimm sleeper because it seemed he stopped killing for a long time then resurfaced. Most of his crimes took place in the 80s at the height of the crack epidemic. They caught him thru family DNA. And they didn't start looking for the Grimm sleeper until a white female journalist started snooping around. The LAPD always knew he was there, but they kept it secret. The other serial killer in LA, less known, was a guy by the name of Chester Turner. They caught him in the same manner as Lonnie. The only difference was he was already in jail when they linked him. Richard Ramirez wasn't the only serial killer in LA in the 80s. He was just the one that made the headlines.

Wow, I've lived in Chicago for 10 years now and this is the first that I've heard of this. I watch the news almost every morning and I'm in disbelief that this is not highlighted. Very disappointing. Oh, and regarding the low clearance rates, I can completely understand why. I had a break in years ago, fortunately my alarm scared them off, but the police refused to even dust for finger prints because "they didn't really get anything". How about they broke my door and ransacked my bedroom...is that not a crime? Months later, I reported an attempted break in at my neighbors, recorded the guys and pointed them out when the police arrived. They caught one hiding, I watched the other simply walk away. The officer refused to go after him and pretended as if he didn't see him. I never heard anything from the police, no follow up, and they didn't ask for my information either. I can only assume the guy wasn't charged since 'he didn't get into the house'. Smdh... people think folks are going crazy here, but the police are the real problem. My PERSONAL experience is they don't investigate at all. If I we're a criminal, I would do whatever I wanted her too...there's no consequence.

Many serial killers roam the streets of chicago. If a 16 or 19 or 22 year old guy has an objective as having "as many bodies" as possible and has already killed 3 or 4, thats a serial killer too, anf theres many guys like that.
On the one hand, many cops don't care in those neighborhoods because much of it is gang violence. On the other, the CPD is hindered by the mayor's decision to require any police contact with the public (from traffic stops to arrests) to be reported to the ACLU for their review. The officers must complete several screens of a report justifying their contact with that person. If their suspicion of the person is find to be unfounded, they can face suspension and even termination. Kinda tough to question suspects in this climate. For these reasons, police would rather protect their pensions instead of trying to solve crimes. Arrest rates have dropped significantly as a result.

Serial killers will loose.. Because most serial killers are solitary while gang bangers hunts in packs.
Many serial killers roam the streets of chicago. If a 16 or 19 or 22 year old guy has an objective as having "as many bodies" as possible and has already killed 3 or 4, thats a serial killer too, anf theres many guys like that.
On the one hand, many cops don't care in those neighborhoods because much of it is gang violence. On the other, the CPD is hindered by the mayor's decision to require any police contact with the public (from traffic stops to arrests) to be reported to the ACLU for their review. The officers must complete several screens of a report justifying their contact with that person. If their suspicion of the person is find to be unfounded, they can face suspension and even termination. Kinda tough to question suspects in this climate. For these reasons, police would rather protect their pensions instead of trying to solve crimes. Arrest rates have dropped significantly as a result.

Why didn't they mention the idiotic rule that is followed in many of the high crime areas...."no snitching" has plagued the south and west sides of this city. I witness a shooting on the Southside last year, when the police were there no one knew who did what or which way they went. The moment police left the scene everyone and their mama was outside talking about how that guy Ricky came and shot at Terrell and missed and that Terrell was probably going to kill Ricky and them over on 56th street. They knew the shooter and where he hangs out, yet they said nothing. Dumb. Just plain stupid. But wait until someone does get shot and killed on the block and they are out there yelling at the police saying "you guys never do anything!". Bullshit.
