You can start picking up hobbies like reading books and newspapers, watching movies, etc. to work on your English. Also start regularly speaking English to improve your fluency.

Now i booked date at Kolkata 19 August. Last time i have told VO that i have this problem so should I tell them same thing again at Kolkata? Please help me with that.
I mean if the VO doesn't ask then I don't find any way of telling that you have the problem. The VO's are generally very considerate and they will give you time to speak even if you stammer a lot. So prepare your answers and answer with confidence. All the best.

And then after I will have to submit my passport at VAC if they will send me confirmation mail...And counter number 4 Chinese guy was giving too many rejection at my time.
@@nikhilthakur97 No Chinese guy is also sitting here... Yesterday i saw him at counter number 4..He gave five rejection in front of me...And in early morning he was giving approval as well.
If your college is SEVP approved and you have enrolled full-time with good credentials, then there shouldn't be a problem getting a visa. But then, you will have to prepared for questions like "Why a college and not an university".
Visa approvals cannot be quantified like that based on individual universities. But UHCL is a good uni, and preferred by many students, so you shouldn't have any problem as long as you prepare well for it.

Not a high ranked university for sure. I think getting into something more decent will increase your chances of getting a visa.

In about a week, max 2 weeks. You'll get an official message saying your passport is stamped and ready to pick up.

There is only one Chinese American VO at the Kolkata Consulate.
Did you mention funds in INR or dollars?
Dollars would be viable, since they are American and it will be easy to understand.
