Practice, practice, practice! My handwriting has improved leaps and bounds over the years with just being more conscious of it. Slow down, take your time and try advice from people on RUclips who have the skills you want.
Something that helped me was to use grid paper and be thoughtful about the way each letter occupies the square it’s in. Take up most of the square in a balanced, aesthetically pleasing way

just look for a high sheening ink. I know diamine makes certain colors like skulls and roses that have a ton of sheen and look all metallic. you can maybe look up "high sheen ink review" on RUclips and find some examples
