Explanation: Eat what? The answer will any noun like a burger, pizza, etc. When it answers the interrogative word (what), the answer must be a noun clause.

Hi! Sorry for the late response. It's an adjective clause. You might be seeing it as an object after verb (eat) and obviously, an object can be a noun. But here "Whatever is available" is explaining something about food which is to be eaten. Question is tricky....
