That's the safety key. A lot of today's low end snowblowers don't have a throttle lever that will stop the engine. I have an older version of this snowblower The Tecumseh 5 horse Flathead on it that does allow you to just turn the throttle down to the sto position without needing to take the safety key out.

I personally will not work on a blower like that one! Junk from the factory. Not worth fixing even for free. St. Paul.
