Yes they do have purpose...
The different sound indicate the different engine model
And sound signal with honking pattern like when crossing a platform or rail gate they honk a continuous blow
When the locomotive applied emergency brake they do triple honk and many more

There is no purpose to make different type of horn...but if you look closely to the HORN pipe there is two pipe but...if you search for the fantastic honking then it was SHRILL honking...and it also depends on Horn Pipe if the pipe is very thin then that wap 7 has SHRILL honking but if you look Thick pipe of wap 7 they has no SHRIILL,As example in the video we can see that 2nd departure wap 7 has Shrill but another hasn't..and in SOUTH EASTERN RAILWAY SANTRAGACHI WAP 7 have no SHRILL
