No black college band should have snare drums that are tune legato tight!!! The snares lack body in sound to compliment the style of cadences they do!

I'm not sure where you're getting that rule from when most hbcu hands on the east coast have snare drums just like that and it complements their cadences perfectly. 🤷🏿‍♂️
