Jacksonville, Florida - On Thursday, May 11, 2023, the Jacksonville Sheriff’s Office responded to a call for service at 929 South McDuff Avenue. While on scene, a Family Dollar employee flagged him down in the parking lot and informed him that a man, later identified as Daniel Forrest, had just stolen from the business and was running across the area. The officer drove and caught up with Forrest on some railroad tracks. “Hey come here. Brother I’m going to (expletive) tase you, man,” the officer said.
The officer used a Taser and Forrest fell and hit his head on the pavement. After the officer put handcuffs on Forrest, he called for an ambulance. “Just send rescue,” the officer can be heard saying. In accordance with policy, the officer asked the Jacksonville Fire & Rescue Department to assist in evaluating Forrest after the CEW had been used. Forrest was taken by JFRD to a nearby hospital, where it was discovered that he suffered internal bleeding. He's still in the hospital. Forrest’s family shared photos of him in the hospital. His family said doctors told them he might not make it. According to JSO, the officer's use of force was within policy.

@PoliceActivity Did you hear about the attempted police ambush in Tallahassee, Florida Thursday night? They will be releasing body cam footage soon. over 140 shots were fired between suspect and Officers.
This department will be writing a check. I'm a former Taser instructor for an LE agency. Taser-induced falls causing serious head injury is a top training topic and very likely to occur when a suspect falls, especially to the side or backwards. While it is hard to mitigate, it must be taken into consideration before deployment. Humans are designed to instinctively break their falls and protect their head, but the Taser interferes with the muscle movements needed to do so. Once an officer uses force or "seizes" a person, they are responsible for their safety. He was seized the moment the Taser trigger was pulled, not when the officer cuffs him. Further, the context of a Taser deployment, including reasonably apparent potential for harm to suspect, can elevate it to lethal force, vs. less than lethal force. For example, tasing a suspect that is likely to fall in front of a truck or off a roof is a situation that can result in serious bodily injury, permanent loss of a normal body function, or death. Even if that doesn't occur, the deployment would have still needed to meet the threshold for lethal force to be appropriate.
So, while inherently reasonable that an officer would use a Taser on a fleeing suspect, the officer must evaluate the likelihood of injury to the suspect, the suspects actions, and the seriousness of the offense. In this case, the risk of serious injury was too high for a misdemeanor offense where the suspect was not presenting a weapon of physically resisting the officer. If the suspect hd had a knife, was though to have had a knife, had said words to the effect that he would hurt the officer, or was otherwise presenting a clear or reasonably demonstrative threat, then the context is such as this could be a "good" use of force. I see that the officer ruled this within policy, but I suspect that is a protective move more that anything. I hate it for all involved and I think the officer should not be overly disciplined, but this is gonna cost taxpayers.
In any case, the Taser, as many commenters have implied, has proven to be a problematic force tool that often under performs or is used when inappropriate. I found that most people who needed tased were not really affected, and the ones who were affected could have often been handled differently anyways. YMMV and IMHO.

The fact that a jerk decides to enter private property/business and take what is NOT his and play with another man’s routine that makes him a living to feed his family and employees and contributes to our society and also wants to waste our resources, time, gas, money and put in jeopardy our policeman’s life and that of others should NEVER be tolerated. It is as simple as that.
I have no pitty nor feel sorry for this moron, he is an able-bodied man, he can wash cars like i did when i was 10 or wash windshields at stoplights or worst-case scenario just beg for money like many do. Not sorry for the action he decided to take. Enough of this shit. We have learned nothing in centuries. No progress. Remember that in many other countries like arabia and somalia, they cut your hand off or kill you for things like these.
If the family sues the police dept over this, I hope the judge laughs them right out of court. This wouldn't have happened if they had raised their son better. A thief is one of the lowest forms of scum there is IMO.
Yep. Easily could have been avoided by
Not stealing
Not running
Stopping when the cop said he was going to taze him.

That's the way to handle it.
Beautiful taser result.
Tried to jack dollartree and got zapped by Jacksonville PD 😂
It's JSO love jax sheriff's office but yea so crazy over rubbing a dollar store but that area isn't really a great area on town at all alot of crime
Thank you officer for cleaning up the street. I hate when trash is left there, it gets stuck in my wheel well.
He was shoplifting---from a Dollar Store?
Ah, the 25 cent merchandise increase...
Just don't steal so simple.
LMAO, buddy was down for the count 💀
LOLOL turned buddy into a vegetable with that tazer.
Hahaha that was awesome
The back of his head bounced off the asphalt. LOL He was out for the count.
@@Tyrant_Popper you’re sick in the head

Dude looked like a damn zombie when he got tased. His eyes rolled back like he got KO.
well he did from hitting his head 🤣
More than a KO description says the dude might die
Perfect get the trash off the streets.
Thank You 🙏🏻 officer’s
Thank you for stopping this lowlife. All citizens must stand up to lawbreakers!
This "lowlife" didn't manage to steal anything. He tried to steal a 30 dollars bottle of detergent ..And he was seriously hurt. What about the politicians who forced an experimental injection on people and millions were hurt.Isnt'it they deserve a medal for these things?
Oh lets see here are you saying that two wrongs don't make a right?
And with that one injury, his family, who before that wouldn't allow him in their homes due to his addiction, thievery and erratic behavior, suddenly claim him again. $$$$$
I don’t think the taser messed him up, the head first dive into the asphalt after the taser is what messed buddy up.
His decision to shoplift and flee from the police is what messed him up.
Drugs, way before the taser.
Gee, no shit.
No thinking required here, thinker...
I mean duhh
when the suspect said
BLEUHGHW
that really hit home.
What a shocking experience.
Why the "viewers discretion is advised????" The officer did the right thing!
That really sucks he hit his head, and it really sucks he might not make it, but if he had just stood still he would've been given a slap on the wrist for petty theft. So sad.
cop has zero medical training. the dude is clearly brain dead and he moving him around and yelling at him.
so if ur not doing exactly what every officer wants, u deserve to die. Its not like the officer could have apprehended him in another way, a way which would not make him lose his life.
It does NOT suck. Do you want to meet this monster at night? Or do you want your daughter to meet this monster on her way home after a night out? Do you really think this monster gives a f-ck? When I saw his blood on the pavement I made a movement as if I bowled a strike and said "YES!". Embrace it, dude. It's brutal, but absolutely necessary. So that GOOD people have a better life. Grab yourself a Bud Light.
@@alfredthorneborn6295 he didn't/doesn't deserve to die. But he made his choice. No one forced him to run. The officer very easily could have tackled the guy and he still could've hit his head and gotten the same injury or worse. All in all it's a sad story that didn't need to end this way. But as I said, he made his choice. That's a risk you take running from the cops. You fight the cops in court, not on the street.
@@mantelmann13 your lust for the blood of someone who was a "monster" because they stole some shit from a god damn dollar store is ridiculous. You're acting like this guy was a serial killer.
Damn, I've never seen the taser be THIS effective before

It wasn’t the taser…it was the asphalt that did the job. You could see the blood spot he left where the back of the head hit the asphalt.
@@CollectorsFix I just rewatched it and you're absolutely right. Damn he got the ground hard
When people are not under drugs influence. They can feel that pain.
Grass, wait, still grass, still wait, concrete, engage taser!!! Glorious.
Dude's face definitely said "out of order."
Nice work officer!!!
Excellent job.
That was pretty cool how he assumed the robot position on being tazed.
50K volts might just do that----go suck a 115v line and report back.
Can you imagine if stores had tasers at the exits when an inventory tag has not been removed, like the spears that shoot out of the walls in Indiana Jones.
I imagined it, and started belly-laughing. It's not beyond the realm of possibility.
Flawless Tasing.

This is all the suspect's fault. That doesn't mean I don't feel bad for him. This is an unfortunate situation. I genuinely hope he recovers and then can get some rehabilitation.

@@JackGordone shoplifting is bad, and he deserved to get tased. But a relatively minor crime such as that doesnt exactly warrant internal bleeding and possible death. I sure feel bad for the dude aswell.
