I think when it dashes it should re-adapt the distance of the dash, accordingly to the distance of the enemy, so it doesnot try to push further from the distance of the enemy, like an invisible dash line in the backend where if Kato is too close the dash will not occur(happen) and or just appear and dissappear for 1 inch, if it's too far then the move will be a miss, Unless the move is to push the enemy then it can grab the enemy and push the enemy the distance the dash is design in length, Also when in tall buildings the dash shouldn't be more than the edge of the tall building, so is not so stressful when playing.
