Surge Hypercharge is actually good. Probably expected too much with a Stage 5 Surge that starts flying with an additional Napalm attack and causes a 3 second stun earthquake on landing in a 40 meter radius.

Yes it is buggy, in the forth lvl he doesn't up to the 5 lvl, he only opens the shot, and when the hypercharge finish he doesn't go to the 4 lvl like did they said in brawl talk he go back to the next lvl before the hypercharge

I acc cannot stress how much surge needed a hypercharge, he was basically useless in this meta against assassins or tanks, if he didnt have stage 3 he was basically useless due to his range being in lily's super, franks range, gales range, etc.

i told my friends once too that the surge hypercharge will just give you max level but the hypercharge would be dumb in solo showdown because when you got the hypercharge you are like max level already
Looks like the Mortis HC created a use case for his mythic gear.. Assuming that the bats move forward and returns back faster.
