No u can't use inductors instead of capacitor tor these both electronic components work on completely different principal And it's an opamp circuit it needs capacitor in that block

Due to fluctuation in Input signal and Unidirectional operating of LED , LED blinks. (Edit: many types of faults present in this circuit, may not working Properly)
the pnp base is the antena,acts as a dam or a street traffic light in red where a potential or volt is developed and exists loger as electric field in the capacitor
