Her death still hurts too much in my opinion if she was still alive Steve would’ve stayed in that time but it hurt him too much so he went back in time to find love again after her death cuz he loved her
Actually when Steve suggested that they both need to get a life, she said he should get it first. And at last he went back to get a life remembering her words.
I like to believe that they had a thing for each other, like known they could’ve loved each other. But Steve being Steve wanted to remain pure for Peggy and Natasha caring for him so much, chose to respect it. And no one can tell me otherwise
