It wasn’t uncommon in that era…looking at TD-INT ratios during that time is not an indicator of how good someone was… Back then…if you had 50% completion rate for 175 yards and 1TD and 1INT , that would be viewed as a good game… Rules favored the defense, the QBs got hit just like any other player… What made a QB great is if they played great in big games…Namath had that in spades… Also, Namath threw a disproportionate amount of INTs at the end of his career after injuries… His biggest sin was that he didn’t retire early enough.
