It seems to me that in these situations their aim is to approach people for some utterly spurious reason, bully, harass and intimidate them until they react in an 'inappropriate' way thereby giving the police an excuse to arrest or detain them for using threatening behaviour. The latter part of this comment may not apply at the moment, but this, imo, is DEFINITELY, the way 'policing' is heading........ and in the not too distant future.
