The problem is that it's only useful on opponents that don't know it works. Most of the Gotei 13 Captains know everything about it so it easy for them to escape. Tosen got violated by Kenpachi who didn't know anything about it. It's only logical that he searched for another power to fight the Gotei 13. He even called his own Bankai useless when he fought Sajin.

I think Kubo revealed that he could use his resurreccion AND his bankai at the same time if he wanted to, but he didnt
