Pravus, that red indicator is Corruption Risk, not Corruption. Corruption Risk determines how high your Corruption can be and how fast it rises, while Corruption reduces your Reputation. This is important because the Purges reduce your Corruption and Corruption Risk by a percentage, meaning Purges are more effective the higher Corruption is. You can track your actual Corruption is the Stats screen. Save your Purges for when Corruption Risk and Corruption are both high.
You ca also see actual corruption at the bottom left off the screen, tis the red number. And it was at about 60% when he got the first purge, so it was a good thing to get.

It's Corruption Risk; the tooltip is wrong. You can test that yourself: Go into a match as the Smuggler. Play normally, but do not buy any Corruption Initiatives. The red number at the bottom left of the main screen will not grow unless you fund new initiatives or due to in-game events. However, Corruption will still grow, and that can be verified on the Stats screen (dark red for Corruption, light red for Corruption Risk); And it is Corruption which reduces your Support level, not Corruption Risk. Finally, purchasing the Smuggler's Temporary Crackdown will decrease your Corruption, but not your Corruption Risk. Notice that if you buy the Crackdown, the supposed Corruption indicator at the main screen will not move. Higher numerical reduction at 100, but lower end value at 50, and as lower values mean less reputation lost each month, getting the lower end value is better.
