Defined CoS is to be requested for every identified worker migrant. Only undefined CoS can be requested in the Sponsor Licence application, it is always better to ask for 1 or 2 in the first instance, build your compliance history and then apply for more if required, unless there are exceptional reasons to ask for more CoS and you have sufficient evidence such as Business plan, proof of funding to be able to afford salaries, etc. to justify the need

Hi, I have a query that I am on psw visa switching to skilled worker but in my cos tier and category is graduate in tier4/student route switching to skilled worker , My confusion is my solicitor said they have to pay roughly 1092 pounds as ISC charges. this is one of the fields to be confirmed as a yes or no, by the Sponsor, while assigning the Certificate of Sponsorship, Y means you cannot file the application inside UK, you have to file an Entry Clearance application and N means you can file the application from within the UK

You will need a Defined CoS, since you will apply from outside UK, DCoS should be applied for.

this is one of the fields to be confirmed as a yes or no, by the Sponsor, while assigning the Certificate of Sponsorship, Y means you cannot file the application inside UK, you have to file an Entry Clearance application and N means you can file the application from within the UK
