I have it on the breaboard right now and it's working well. Let me know if I can help. You could try subbing Q13 for a Darlington as noted in the PDF document and triple check if you have the correct resistor values

There seems to be an 8 pin socket that's empty. Opamp for modulati
on missing?
That 8 pin sockets is for a charge pump to be used if I want to use a 9 volt charger and the chip will bump up the volts.

It could just be the intensity pot. It may sound obvious but it's usually the least reliable component in my experience. Too bad! Good luck!!
