Penrith has horrendous speeding traffic problems. Numerous deaths of pedestrians in recent years due to lack of police presence. Young boys in cars and on motorbikes try to create as much noise as possible. Generally a town filled with poorly educated people from the local area. Farm traffic are constantly using Penrith to ferry farm waste to a bio digestor near Plumpton . Your video makes it look calm.
Penrith is indeed lovely. It will be interesting when 'Cumbria' is abolished later this year (2022) how it will feel when it becomes part of the new Westmorland & Furness rather than it's mother County of Cumberland

Yeah bypassing the whole town would be nice, but maybe a little impractical!
Traffic calming could be done, but council don't give a toss.
And STOP agricultural traffic thundering through the town to Plumpton with waste.
