The Bx3 actually serves a greater area than the 4 train, since University Avenue serves more of the Western Bronx, compared to the 4 train. Plus the Bx3 service Riverdale, while the 4 train doesn’t, so its popular for those going between Riverdale and the Western Bronx.
It doesn’t matter what the routes are if the buses never show up.
