I might have been mistaken. I would definitely not say "recommend/suggest that you should", and I've never heard a native speaker say that in real life, but grammar textbooks seem to say that it's okay.

For example, you might suggest a new restaurant to a friend, but you would recommend it only after trying it yourself.

What's really confusing is that British English textbooks, English Usage books as well as dictionaries list 'recommend sb to do sth' as a legitimate verb pattern. Also, in British English 'should' is frequently used after 'suggest' and 'recommend' while in American English it is not.

I don't think that it's actually more formal, but the word "that" often makes things sound a bit more formal.
