The reason those were sent was because the player was assumed dead. This is supposed to take place right after the character in the first game crash landed and disabled the planets quarantine defenses
The first game you play as a guy and in the first game the character is assumed dead for most of the game but they get into contact with alterra and leave the planet I’m not completely sure that it’s the same person
