Yes it's unlocked after completting 100% Round 1. There is a third screen as well with legendaries which is unlocked after round 2...

I thought usually the title for pokemon stadium 2 would be a lugia and ho-oh, if game beaten. how did you get it to be this?
Brandon Ngui This title screen comes after you beat round one on the game. The Lugia and Ho-oh screen came after you beated round 2.

It's just Pokemon battles their super simple
Defeated the rival in the first game and the rental being the second game, people got to Red not being able to beat him. I beat Red.
First one is way better sorry!!!!
