He did that because it was his plan from the beginning, to make the Lannisters and the Starks fight each other while he grew more powerful
Another reason he did it was because he loved Catelyn Stark ever since they were children. He was jealous that she married Ned instead of him.
He plays off of weakness and knew that Ned would never “climb”.
