You can google a fly tying tool starter kit and choose one according to your budget. Bass Pro / Cabela's also sell starter kit. Or you can look up on ebay as well. As far as materials are concerned, you can buy either a fly tying material kit or collect each material according to a jig that you want to tie if you have certain pattern in your mind.
