is it advisable to travel in july to Bhutan ?
yes you can visit in July.. but it can be over crowded because it's summer vacation and you have to book your transport and accommodation before hand.. but weather will be pleasant and you will enjoy.. but rain can be unpredictable

Budget actually depends, my trip with team of 15 members cost me 15k per person for 9 days.
Bhutan is actually cheap and 3 to 5 days trip can easily be done within 10k
