I agree that from looking at the footage it is more likely that they were blinded by the sunset that on their phone but of course it could have been neither (or both!!).
No the driver is not paying attention you don't just keep driving if you are being blinded by sun light 😂 and cars have sun visors I drive for 30+ years never ever been blinded by sun light the car driver was not paying attention like the other 99% of car drivers

He isn't visible at all to the car changing lanes. The biker could have, and should have, noticed the car's signal before the car driver saw him and taken appropriate action.
