Shikamaru WASN'T out of Chakra, he didn't want to put out the effort to go further into the match. His goal from the start after realizing what kind of person Temari is was to knock her off her high horse and deal a blow to her ego. He could've won this if he cared to but he didn't. He also knew something was up with the sand village the entire time. He saved his chakra for when the inevitable happened which is why he was one of the few NOT caught in genjutsu
The scary part is that the ramen guy was watching them the whole time. In each video that’s posted, he was there in the shadows. Have we underestimated the strength of the ramen guy.
