the speech is overly-spoken, too much pressure and emphasis. he seemed always having high pitch when it could be delivered just as a natural speech to inform and maybe persuade a little or influence a little. I urge those who would like to disagree with me to view 2014 National Oratorical Champion and see the beauty and listen to the charismatic voice of the orator. so natural and light but convincing. I guess this is a kind of Filipino adaptation of oratorical speaking.
I think oratorical speeches should be more than what is the usual, scripted and insincere words...best orators deliver their speeches with sincerest convictions and sincerity will not be achieved if the speech is memorized...just a thought.

That's how you deliver an oratorical speech. If you want something that is not scripted, go for an extemporaneous/impromptu one.
