The “who shall separate us” promise in Romans 8:35 and “no condemnation” statement in verse 1 only applies to those who actually are "in Christ" based upon what Paul says in three different ways in verses 1-17: Verse 1b: "who don’t walk according to the flesh, but according to the Spirit." Verse 4b: "who walk not after the flesh, but after the Spirit." Verse 13: "For if you live after the flesh, you must die; but if by the Spirit you put to death the deeds of the body, you will live." Verse 14: "For as many as are led by the Spirit of God, these are children of God." Verse 17b: "joint-heirs with Christ; if indeed we suffer with him, that we may also be glorified with him."
All are REDEEMED, but because of free will, not all will be SAVED. Jesus' sacrifice on the cross gives us the opportunity to return to the Father. However, one (due to free will) can turn his/her back on God and LOSE their salvation.

He will eliminate death, wipe away the tears from all faces and remove the disgrace of his people from all the earth. I can tell you where it is included that it cant seperate us from the love of God: Jesus atoned for our sins so we can spend eternity in heaven. He atoned for our sins. If he atoned for them, how can we sin, and them not be atoned for already? He atone for them so that we could spend eternity with him... because we cant pay the price for our sins, and atone for them on our own.. if we could, and if it us eternally, then Jesus's atonement only counted for a one time event where sin was atoned for, and then it stopped being atoned for, so now we have to seek forgiveness for them again, and again.
